Starting Problem. My Kawasaki 900 Vulcan won't start. The battery is only 1 year old and gives a reading of 12.89 volts across the terminals. I have charged it repeatedly. With the switch off, there is only 0.02 mA current across the terminals which I assume is due to the running of the clock and other internal electrical settings.

Sounds to me like a dirty starter button. You can take it apart and clean it, then reassemble coating the moving parts with dielectric grease. You will probably have to push it a few times to clear the grease off the contacts, but it should work fine after that.
